Domino Sugar Invests $785 Million in Chalmette Refinery Expansion

Historic Investment Signals Long-Term Commitment to St. Bernard Parish

For 117 years, American Sugar Refining and its iconic Domino Sugar Brand have been part of the economic fabric of St. Bernard Parish. Now, the company is making its largest capital investment ever, committing nearly $785 million to modernize its Chalmette Refinery and position the historic operation for the next century.

The massive investment will introduce advanced refining capabilities aimed at improving operational reliability while significantly reducing energy and water consumption. Company officials say the modernization project is designed to meet growing future demand while strengthening the refinery’s long-term sustainability.

The project is expected to retain approximately 500 existing jobs while creating more than 50 new direct and indirect positions throughout the region. Economic Development Leaders say the investment represents a major victory for both St. Bernard Parish and the greater New Orleans area.

Regional Leaders Praise Economic Impact

Greater New Orleans, Inc. worked closely with ASR, Louisiana Economic Development, and Parish Officials to help secure the expansion through regulatory coordination, workforce support, and incentive partnerships.

“Domino Sugar has operated in Arabi for over 100 years and has consistently been recognized as one of St. Bernard Parish’s top employers and taxpayers,” said St. Bernard Parish President Louis Pomes. “This project represents another significant investment in St. Bernard, helping to secure existing jobs while creating new ones.”

Pomes added that the refinery continues to play a critical role in the local economy and community stability.

Looking Toward the Future

Construction on the modernization project is already underway. Officials expect completion of the first phase and the beginning of commercial operations by 2028.

The announcement marks another major industrial investment for Southeast Louisiana, reinforcing the region’s longstanding role in manufacturing, shipping, and food production. Community Leaders say the project not only strengthens the local economy but also ensures that Domino Sugar remains a cornerstone of St. Bernard Parish for generations to come.
