Congressman Troy Carter is reaffirming his commitment to Fair Representation and Voting Rights following ongoing discussions surrounding Louisiana’s Congressional District Maps and the recent legal challenges that have shaped the state’s redistricting process.
In a statement released this week, Carter emphasized that Louisiana’s Congressional Districts should reflect the demographic makeup of the state and provide all citizens with a meaningful opportunity to elect candidates of their choice.
Carter noted that African Americans make up approximately one-third of Louisiana’s Population, arguing that representative democracy requires electoral districts that allow Black Voters a fair voice in the Political Process.
While acknowledging the legal framework established by the Supreme Court’s ruling in the Historic Case of Louisiana v. Callais, Carter said the decision does not alter the demographic realities of Louisiana or lessen the importance of ensuring equitable representation for all communities.
“The demographics of our state are clear,” Carter said. “As a matter of fairness and representative democracy, African American Voters should have a meaningful opportunity to elect candidates of their choosing.”
The Congressman also raised concerns about how principles used during the redistricting process were applied. Throughout the debate over Louisiana’s Congressional Maps, lawmakers cited several factors in support of the districts ultimately adopted, including the protection of incumbent officeholders.
Carter argued that if protecting incumbents was a significant consideration, that principle should have been applied consistently, including with regard to Congressman Cleo Fields and the constituents he represents.
“Reasonable people can disagree about maps and legal interpretations,” Carter said. “What should not be disputed is the principle that every citizen deserves fair and effective representation.”
The Congressman placed the debate within the broader context of Louisiana’s History and the ongoing struggle to expand democratic participation. He said generations of Louisianans have worked to create a Political System that is more inclusive and representative of the state’s diverse population.
Carter concluded by pledging to continue advocating for equal access to the ballot box and fair representation in Congress.
“My commitment remains unchanged,” he said. “I will continue to support fair representation, equal opportunity at the ballot box, and a Congressional Delegation that reflects the diversity, strength, and promise of Louisiana.”
