The swearing-in of Kevin Collins as Covington’s New Police Chief marks a significant moment for the city and reflects the growing importance of diversity, representation and inclusive leadership in law enforcement.

Collins officially took the oath of office after receiving the support of city leaders to lead the Covington Police Department. His elevation to the department’s top position represents another example of Black leadership breaking barriers and taking on critical roles in public safety and local government.

For communities across Louisiana and the nation, diversity in law enforcement leadership has become increasingly important. Police chiefs are not only responsible for fighting crime and managing officers; they also play a central role in building public trust, strengthening relationships and ensuring that all citizens feel seen, heard and protected.

Collins brings years of law enforcement experience and leadership to the position. A longtime member of the Covington Police Department, he has served in several roles during his career, including detective, sergeant and lieutenant in the Criminal Investigations Division.

He has also served as director of training, an internal affairs investigator and, most recently, deputy chief. His experience inside the department gives Collins an understanding of its officers, operations and the public safety needs of the Covington Community.

Representation and Leadership Matter

The appointment of a Black Police Chief carries special significance at a time when communities continue to have important conversations about policing, fairness and accountability.

Representation at the leadership level can help bring different perspectives to the decision-making process while demonstrating to young people that opportunities to lead exist in every profession.

For Black Youth in particular, seeing someone who looks like them serving as a police chief can challenge stereotypes and expand their understanding of what is possible.

Collins’ leadership also provides an opportunity to strengthen relationships between law enforcement and communities that have historically experienced distrust of the Criminal Justice System.

Building those relationships requires communication, transparency and a willingness to listen. It also requires leadership that recognizes public safety and community trust must work together.

Experience to Lead

Collins’ professional background is complemented by his education and advanced law enforcement training.

He earned a Bachelor of Science Degree in Kinesiology from Southeastern Louisiana University and a Master’s Degree in Pubic Safety from the University of Virginia. Collins is also a graduate of Session 289 of the FBI National Academy, one of the nation’s respected professional development programs for law enforcement leaders.

His career represents the importance of preparation, education and service in developing the next generation of Black leadership.

A New Chapter for Covington

As Collins begins his tenure, he will face the responsibility of protecting Covington residents while leading officers through the changing demands of modern policing.

His appointment is more than a professional achievement. It is a moment that highlights the value of diversity in positions of authority and the importance of opening doors for future generations.

The badge Collins now wears as chief represents responsibility, service and leadership.

As Covington enters a new chapter in public safety, Collins has an opportunity to build bridges, strengthen trust and demonstrate how diverse leadership can help create safer and more connected communities.
